The City Council has provided city shoppers with an easy way to do that by passing a bill yesterday requiring some 2,[url=http://www.cheapnfljersey-outlet@#$%&/]seahawks jerseys[/url],000 stores and markets across the city to recycle plastic shopping bags.
Americans use 84 billion plastic bags a year, said Council Speaker Christine Quinn (D Manhattan), with 1 billion "used every year by New York City residents."
And worldwide, the production of plastic bags uses up "about 12 million barrels of oil," she added.
The ubiquitous plastic bags don't decompose in landfills and often end up in unintended places, such as trees,[url=http://www.moncleroutlet-jackets@#$%&/]moncler uk[/url], streams and vacant lots. They can harm birds, fish and wildlife, according to environmentalists.
"Now we have a new way to help the environment," said the bill's lead sponsor, Councilman Peter Vallone Jr. (D Queens),[url=http://www.bottes-uggpascher.fr/]uggs[/url], before the Council passed it 44 to 2.
Backers said the bill creates the "most far reaching" plastic bag recycling program in the country. Several states and cities have more limited laws,[url=http://www.sac-lancelpascher.fr/]sac lancel @#$%&[/url].
Mayor Bloomberg is expected to sign the bill into law in several weeks, and the recycling requirements will kick in six months later. Stores that fail to implement recycling will be subject to a fine of $350 a day.
There are no mandatory requirements for consumers. Vallone offered that many consumers will voluntarily recycle if they're provided a way to do it.
The recycling bill applies to an array of stores, from Macy's to local supermarkets and drugstore chains. It covers all stores 5,000 square feet in size or larger, as well as stores of all sizes operated or controlled by a chain.
Affected merchants will have to place clearly marked collection bins so customers can recycle used bags. They also will have to use specially marked plastic bags that state "Please Reuse or Recycle at a Participating Store." And stores will have to offer for sale,[url=http://www.juicycoutureoutlethandbags.in.net/]juicycouture@#$%&[/url], at cost, reusable cloth type shopping bags.
Individual stores also will have to arrange for recyclers or manufacturers to pick up the returned plastic bags. And manufacturers will be required to "make arrangements" for the collection, transport and recycling of the plastic bags they sell to their customer stores.
Critics contend mandatory recycling will impose undue bureaucratic requirements and costs on merchants. The new manager was a member of the board, records show.
