ban speech that offended the wrong council members
At 10:38 Wednesday morning, during the Dallas City Council debate over the five cent carryout bag tax, council member Lee Kleinman delivered one of the more eyebrow raising speeches in the horseshoe recent history. Because, look, it not the first time a politician changed his or her mind at the last second. That in the job description.
Besides, it wasn Kleinman nay vote that got him in hot water with a few of his colleagues. It was the speech that went along with it a two minute sneer, which you can watch above, that seemed to suggest some of his colleagues don carry that same sense of responsibility he does for his district and his constituents. Council members from the so called southern sector were particularly displeased with remarks aimed at Southwest Center Mall and Oak Cliff, which Kleinman depicted as trash strewn areas populated by loose dogs unlike, say, his pristine North Dallas district.
Kleinman says now his brief monologue was delivered with perhaps too heavy a dose of and that it obscured his real target, oakley vault, which was Monica Alonzo and the concrete crushing plant sitting next to the $31.4 million Elm Fork Athletic Complex on Walnut Hill Lane near Stemmons Freeway, which has its official ribbon cutting tomorrow.
That right. Kleinman was calling out the deputy mayor pro tem. It was hard to tell. You had to read between the lines. You had to know the back story. It a long one that dates back years, to when Kleinman was on the park board. And it goes something like this.
Lee Kleinman wants to vanish the concrete crushing facility behind the Elm Fork Athletic Complex. (Robert Wilonsky)
First, let begin with Kleinman opening remarks.
will not be supporting this ordinance, and I think we need to be asking ourselves a couple of questions, oakley, primarily with regard to people taking personal responsibility for their own trash, he said. mean, if someone is going to go play soccer at one of our facilities, moncler outlet, picks up a can of Orange Crush, we should allow them to get a plastic bag. And if they decide to drop their Orange Crush and other trash next to our soccer complex, why should I care if, you know, the council members don't care that Orange Crush trash is in her district. I would personally probably stay more focused on my own district, which does not have the same trash problems as others. first blush it would appear Kleinman talking about,@#$%& coats, you know, doudoune @#$%&, a can of Orange Crush. But, no he says he was actually referring to Orange Crush Recyclers, a concrete crushing business next to the soccer complex.
The city been trying to vanish that business for at least the last eight years. In 2012 Orange Crush went before the city council to get its specific use permit renewed. The City Plan Commission recommended approval for five years; city staff recommended denying it. Assistant city manager Theresa O said it needed to go: like to make sure that when the soccer complex is open and ready to have the kids running around and playing that it will be safe and the rock crusher will have been relocated at that time. SUP visited council three times in the fall of 2012, with Alonzo always kicking the can down the road. Finally, after a lengthy debate and a half hour recess behind closed doors to meet with the city attorney, on September 26, 2012,beats by dre headphones, the council voted not to renew its SUP. Mayor Mike Rawlings, Delia Jasso, Scott Griggs, Vonciel Jones Hill, Sheffie Kadane, Linda Koop and Greyson voted to deny the SUP and with the company for a winddown period to last no longer than 90 days during which no crushing is to be allowed. voted for the SUP, along with Tennell Atkins, Carolyn Davis and Dwaine Caraway. Jerry Allen, Pauline Medrano, Angela Hunt and Ann Margolin were absent when the vote was taken.
That 90 day period has come and long gone by now, and still the crushing facility in operation. Its wall of concrete isn as tall as it used to be, but it still there, even after city attorneys have been meeting with its owners to wind up that period. Kleinman says it likely city attorneys are getting messages from council members, with him on the shut it down side and Alonzo nowhere to be found. (Messages have been left for her.) City attorneys can talk about conversations with council members.
has been the most incredible uphill battle I fought at city hall, yoga pants, believe it or not, on something that to me seems so obvious, says Kleinman. if she doesn care why should I? was the overall theme of his speech, which Kleinman says he wrote Tuesday night.
In it, Kleinman said, look,@#$%& mercurial, plastic bags aren causing a problem in his district, so should I care if someone is shopping, like, at Southwest Center Mall and they want a plastic bag? Said Kleinman, people in that community are satisfied with the conditions around that mall, ferragamo belt, why should I utilize my position in North Dallas to improve those conditions? I should just focus my energies on North Dallas redevelopment projects and not help another improve quality of life in other areas of the city. shot at Southwest Center wounded Atkins and Davis, jimmy choo, who fired back at Kleinman and demanded a what the what following Wednesday vote. Davis tried to stick up for Kleinman following his remarks ( don think my colleague meant what he said but cautioned: don think we need to bash neighborhoods or districts at all. do feel bad about this, Kleinman says now. offended some people in the southern sector. I know they are making really strong efforts to have that be a vibrant effort, a culture of clean, and I feel badly I offended them. I talked with Carolyn and Tennell and Dwaine after, and they told me that I had offended those people living near the mall formerly known as Red Bird.
know they doing the right things down there, and I was wrong, Kleinman says. asking for a public apology and I am thinking about how to draft one. I feel bad about that. he doesn feel bad about switching his vote. Says the council member, yes, he friendly. He grows his own vegetables. He drives an electric car. He rides a bike.
I am also a conservative, and that about not imposing more rules and regulations on people, he says. was creating a dilemma for me. The week leading up to the vote I heard from more and more of my constituents, who said they didn like this and it wasn a good thing. I represent a vocal and active group, and between those things it turned me. And the thing that actually also made a difference was the realization this would be yet another ordinance it would be impossible for us to enforce, and I stated that at the end: We shouldn make rules we don have the will to enforce.
first major department store that doesn want to comply, that council member will say, a good grocery store, don come down so heavy handed on them, and nothing will happen. It was tough. I hate those bags.
