Ok the drivers airbag should not set a circuit code if the bags were not unplugged,[url=http://www.hldressoutlet@#$%&/]herve leger[/url]. If the crash sensor is not setting a code for the circuit it should not be a problem, The most likely cause for the code is a failed clock spring but only testing will reveal if my guess is the correct one.
How this circuit is tested is that dummy loads with the correct connection ends are installed in place of the airbag then moving down the circuit closer to the airbag computer until the circuit reading is correct and the scantool or self test proves the circuit no longer has a problem so if you install a dummy where the airbag plugs in and the circuit is good then the airbag is open,[url=http://www.borse-louisvuitton.it/]louis @#$%&[/url], if you still have a problem and install the dummy under the clockspring then the circuit is good then the clockspring is the probelm and so on.

You will not see any problems as the conductors inside the clockspring will be broken and they are not visable.
The code 21 that you see on the light is for the circuit that is a pair of wires from the airbab control module (computer) up through the steering column,[url=http://www.ferragamo-shoes-outlet@#$%&/]ferragamo belt[/url], through the clockspring to the airbag module. It is a very specific code dealing just with this circuit. If you have no other codes flashing the computer is happy with the wiring to the crash (impact) sensors.
A code reader that will communicate with the airbag module will give a better indiaction of the problem and you can see the data readings that will help diagnose this.
If you do not have a reader that can communicate with the airbag system (a OBD2 reader will not) get two 2.2 ohm resistors at radioshack and connect it to the wire harness side of the clock spring connector with one between the grey/whit and the grey/orange wires and the other between the yellow/white and the red/orange wires,[url=http://www.celine-handbags.net/]celine bags[/url].
With the resistors in place turn the key on and allow the computer to do its self check, wait one minute and then try to pull the codes out.
If no codes then the fault is in the clockspring or the airbag module. Move the resistors to the airbag connectors and you can run the test again,[url=http://www.scarpe-hoganoutlet.it/]hogan[/url], if it now fails you have a poor connection in the clockspring.
If you have the wire disconnected at both ends it should not be shorted to ground. The crash sensor only closes the connection between the two wires so it is an on/off switch.
The two wires run straight to the airbag control modue and I have no information how the wiring is done inside the module but typically with switch circuits one side is permanently connected to ground or power and the other runs through a resistance to ground, the voltage across the resistance is monitored so that when the switch is closed and current flows through the circuit the voltage will rise and the computer will know that the switch is closed.
If there is an issue with the wiring the computer will see that there is a short/open closed switch when there should not be and a code will be set,[url=http://www.poloralph-lauren-outlet@#$%&/]polo ralph[/url].

Install a resistor at the airbag computer between the drivers airbag igniter 1 feed and return and 2 feed and return (two resistors, leave the connectors in the module and the drivers airbag disconnected. Make sure you have contact with the ppin in the connector.
If you still get the 21 code flash you will need a scantool that can communicate with the module to pull the B code to be sure and then look at the feed from the driver airbag igniter 1 and 2 in the data of the module,[url=http://www.p90x-workout.org/]p90x workout schedule[/url]. If it still shows the igniter circuit to be open then the fault is internal to the airbag module. You are at the point where you need a scantool that will communicate with the airbag module.
