Chief of Party of the Guyana HIV/AIDS Prevention Programme (GHARP),http://www.footlockershop.us@#$%&/Nike-roshe-one-n7/, Mr Kwame Asiedu, yesterday sought to clarify the basis on which non-governmental organisations (NGOs) will be receiving funding for their respective programmes from the United States Agency for International Development (USAID).Mr Asiedu was at the time responding to a published article that stated that USAID/GHARP has cancelled funding to some NGOs, including Youth Challenge Guyana (YCG) for their orphans and vulnerable children (OVC) programmes.According to the GHARP head, funding to the NGOs is accessed directly from USAID through the Community Support Development Service (CSDS),cheap nfl jerseys china, and not through GHARP.On the other hand, he disclosed,Brett Hull Red Wings Jersey, GHARP is tasked with providing technical support and overseeing the various organisations as they implement the activities for which they receive funding.Mr Asiedu explained, cheap nfl jerseys online, though, that the funding for some NGOs was cut based on a decision which was made with a view of ensuring that there is no ?overlapping? in the service being provided. The whole move,NFL Jerseys Outlet From China, he said,Cheap NFL Jerseys Supply, is essential since it is required that there is complete transparency with US Government funding. He said that USAID funding to NGOs was at one point uncoordinated. The decision was therefore made to encourage competitiveness between NGOs, and thus a request for proposals from all NGOs in the country came about. It saw them being awarded funding based on a review. He noted that prior to the ?cut,? there were about 18 NGOs countrywide that got automatic funding every year from USAID.However, based on the decision that was taken, it became mandatory that NGOs throughout Guyana requiring funding offer a detailed proposal of how they intend to implement their activities. It was also requested of YCG to follow suit, Mr Asiedu said.Upon submission, cheap nfl jerseys, he said, the proposals were reviewed by a team of technical people that were drawn from USAID, GHARP and CSDS.He said that based on the review it was determined which organisations would become eligible for funding and those that would not.The criteria used to derive this action, he added, were based on whether the NGO has the capacity or the ability to better provide the activities proposed, and whether there was overlapping of the service. In the case of YCG, he revealed, there was overlapping since there were other NGOs, such as the Volunteer Youth Corps and Lifeline Counselling, offering the same service within relatively close proximity.According to him, based on experience when there is overlapping, a problem of ?double-counting? is created when individuals access the same service from YCG, Volunteer Youth Corps and Lifeline Counselling. In essence, he noted, it was realised that Lifeline Counselling would be better able to address the OVC needs, thus all such clients in that area will be referred to that entity.Mr Asiedu noted, though, that funding to YCG will not be completely cancelled, but it is expected that the entity would be able to find other areas of activity outside of OVC for which it can request funding. He added that YCG has so far been doing well in its other programmes, and will continue to receive funding from USAID. The funding to the YCG OVC programme is slated to come to an end in September.According to YCG Executive Director Dmitri Nicholson, YCG was eligible for about $5M annually through the funding scheme. He disclosed that meetings will be orchestrated by YCG in order to set the pace for the transition of its clients, whom he anticipates will be all transferred by the end of September.
